Mix help wanted

Hi guys. .. need your help again...

So this is the situation, my mother in law is living with us, after having many treatments for her cancer and now few years has gone by and she feels like going back to work ,she has cleaning job offer but she doesn't know how to officially go about it,the job would pay maximum 16 hours a week...she wants to move in to her own flat ( rented) so my question is ,if she was to work 16 hours a week to start with,she gets cash in hand,if she was to declare her income of say 70 pound a week would she be able to claim minimum wage benefit and housing benefit or Tax credits to cover her living independently and also if this doesn't work could she claim early retirement she is 57 years old. and if she can claim her early retirement in her Limited capability for work questionnaire she is described as fit for work..
she things she will loose her employment and support allowance so any help from you guys would be great...
