Council Tax banding - lost my right to appeal?

Today I decided to have a look to see if my flat has been wrongly banded (it is band
, and was outraged to discover that most of my neighbours in my block of 1 bed flats are in band A! So, armed with this information, I rang my local valuation office (Norwich City Council) and told them I believe my band should be lowered. They asked me when I moved into the property, and I told them early December 06. Imagine my dismay when they then said 'i'm sorry, you can no longer appeal for a band change as you've been a taxpayer for 6 months or more - you only have up to 6 months to appeal and then that's it' :eek: I had no idea there was a time limit! This flat is my first home (I lived with my parents before this), and i'm renting it. So, is this right? I'm quite prepared to fight all the way for this, but I just wanted to hear from anyone who had had this response from their council - is this just a tactic to put me off? I want to write them a letter but have a feeling it may be conveniently 'lost' - they quite clearly don't want to listen to me, but i'm starting to feel the injustice of this!
Please don't someone tell me that i've lost my chance - I know I probably should have done it earlier, but like most people I just accepted what they gave me until I came on here a realised it could be different.
