Utilities Debt

Quick question for knowledable people!

SIL has recieved a notice of legal proceedings from a DMC on behalf of Thames Water. This is the first letter she has recievd from either organistation.

In 2004 she jointly rented a place with a guy. She was there for exactly one month before she moved out. She had the sense to tell the landlord and all utlities and the local council to take her name off as she was moving out. And all agreed.

Except now she has recieved this demand.

Obviously she is contesting the debt, but apart from starting the letter with I do Not acknowledge this debt, what else do I write? Should my tack be "prove it" and supply them with the dates in and out? What can I/ Can I not do? (as I am assuming utilities debts are different to usual credit agreements)
