Before you do anything, I would clarify which one it is. If it's WTC, then it's odds on it's kosher, but if it's CTC then it's not. If you go to the CSA, they will want to know ALL his income including TC's. Before releasing the dogs of hell (HMRC!!) find out which he is claiming. Give him a fighting chance to close his CTC case first.
Once HMRC gets hold of him, they really are like a dog with a bone, and if he has to pay them back, then he'll have less money to spend on the child. I know it's not your problem, but if things between you are pretty reasonable, it would be a shame if things went acrimonious because of this. If what he is offering is better for the child than a straight 15% of his income, then it would be a pity to mess this up.0 -

OP says he works 26 hours a week, and living as a single person he cannot claim WTC, 30 hours a week is the minimum.
Agree with advice to get CSA involved, that will protect mums right to regular and sensible maintenance payments, plus will start the ball rolling to make sure everything is above board.
Gently checking if it is CTC being claimed, and giving him a chance to close the claim if that is the case is a smart move too - good post0 -
He could be doing overtime that takes him to 30 hours. I personally wouldn't jump to quickly to conclusion just because of having a quick look at a letter.0
