Have been billed for underpayment tax

I wounder if someone can help me. My Husband works for a company. And got a letter the other day from the tax office to say he has underpaid tax in 2012/2013. I am trying to find out if his work company is at fault for not telling the tax office the correct tax code. He checks his wage slips every month. His company told the tax office that they get 12 month payments and should of told them that they get 13 months payment. So and he thought he was on the correct tax code as he does not get a letter every year from the tax office with his code as they said they don't do this any more. He works for a big company and i believe everybody who works for them they have got the same letter. I am just wondering how we can find out who is at fault. As tax office says its his work and his work says its the tax office. I would appreciate any help and information to find out who is right and who is at fault.

do you mean he is paid every 4 weeks rather than monthly?0

To save rehashing the same arguments from the old thread, assuming there have been 13 paydays in the year:
The employer is not at fault. They have operated PAYE as instructed by HMRC.
HMRC are not at fault. They will not have known when and how often he got paid, and could do nothing to prevent this in advance.
Your husband is not at fault. He has, however, received the benefit of extra income without the tax taken off, and he now needs to pay this back, most likely through a deduction in next year's tax code.0 -
Nobody is at fault, the company do not tell tax office any code, the tax office tell the company. Your husband has to pay it.0
