consent to lease - advice needed please

My sister is looking to rent out her house (it is her only property) and Halifax have told her that it will cost her £500 to change to a consent to lease mortgage and that she will be tied in for a year. Is this common practice with all mortgage lenders, If this is the case, then I beleive she should shop around for a better deal. Does any one have any advice on what she should do?
