Getting arrangements in place.. how?

Hello sorry I need more help.
My OH spoke to CCCS today but to be honest they weren't any help and we still don't know what to do so I thought I'd ask you guys.
They basically said they couldn't help until we got arrangements in place with our creditors. How do we go about doing this? Neither of us have a clue what we should be doing or even what we need to say to them other than "sorry we have no money and can't pay you". Can anyone give me help with what we need to do?
We are also leaving the house we live in very soon (the landlord is selling, but that's another saga) and the guy on the phone did say that in regards to our gas, electric, water etc.. arrears once we leave the property there's nothing they can do to get the money off us, it's not our responsibility any more. Is this right? It doesn't sound right to me but I don't know much about these things.
