I think it is enter once per hour.

I entered between 10am-11am, then just submitted an entry for 11am.

I then thought sod it, I'll try and see if it lets me enter twice in one hour and tried to enter again and got:

ERROR: You have already submitted the form once. If you want to submit the form again, please go back to the form, reload your browser and try again. ff1111c4f3937ff64fc80b961db13f71

So it wouldn't let me enter twice in the same hour but let me enter at 10am and then 11am

But have just tried to do it again and it went through - so god knows!

I just used a made-up email to enter twice and it let me. Bummer if that one wins, but I guess I won't know about it.

There's the usual Times statement in the terms, if there is no winner in any hour it rolls over....which can't be true if it's one only for the whole thing.
Hourly looks best bet to me because of that.
