given the context you provided the answer is report them. Nothing else is needed
However, you are now saying that, in reality, your suspicions are in fact your own unfounded accusations (driven by jealousy perhaps?????). So: "What would you do?"
in that context the answer now is one of the following:
a) find the evidence to support reporting them now so HMRC has something to act on
b) report them anyway on the basis they are may be in the spotlight when they subsequently overcook it
c) put up or shut up0 -

You asked a question, you had an answer, and immediately started getting shirty. If you hadn't posted #3 you might have had some more responses more to your liking; as it is most people are not going to waste their time in the expectation that you'll kick off again.0 -
The question was "What would anyone do?"
Not "What would you advise me to do?" or "How should I report it?" or "Is it morally wrong not to report it?"
So taking "anyone" to mean the average man in the street, the answer is clearly "Nothing".

Well, at the risk of asking a simple question I appear to be the poster from hell.
Glass houses spring to mind. I take it that you all in 'real life' are the models of politeness, courtesy and generally 'good people'.

Responses attacked me rather than answering my original post.
Unless, you have something genuine and sincere to offer than I suggest you all do one. I do not of course mean the two posters who were kind enough to respond helpfully and informatively.

OK, so to start again.
You asked the question in your first sentence of your original post.
The remainder of the post leaves the reader quite clear that you know without any shadow of doubt that there really is tax/benefit evasion taking place on large scale and this is not just some dodgy village gossip of questionable accuracy about person X.
The answer is that you should report them to the relevant authorities tax/benefits as appropiate.
