Points to query:-
What address did HMRC previously have?
If he is already registered for online filing did he have an accountant or other agent acting on his behalf who filed them online for him?
If they have been submitted previously did they have the correct UTR on them?
Tax credits would have been paid on a joint claim with his wife and his signature, along with his wife's, should be on the original claim form. If he wants to dispute having made the claim he can ask to see the original form to confirm it is his signature on it.
If there has been an overpayment of tax credits the Tax Credit Office will write to both him and his wife asking both of them for the full amount owed. They don't care who pays it as long as they recover the overpayment. He can negotiate to pay back half of it.This is a system account and does not represent a real person.
