Lowell Financial & Capital One

Help advice needed,
Lowell wrote about a debt with Capital One, I wrote back asking them to prove it which they did however on seeing the statements I could see I had paid PPI so I made a claim for the PPI. Told Lowell that the debt figure was incorrect and that I had a claim for PPI. Capital One wrote and said I asked for it via telephone conversation so I had not right for the PPI. I asked Capital One for a transcript of that conversation. I never heard anything from Capital One this was over 12 months ago. Meanwhile Lowell have now said Cap One answered your query with regards to PPI and we want payment. I have now written to Lowell and stated still waiting for Cap One with regards telephone call etc.
Firstly what do I do about Cap One and secondly Lowell wrote on 26th June stating you have 28 days to reply to this letter and then emailed me (I have never given them my email address) on 09/07/13 and telephoned twice today (calls were within 10 minutes of each other) I spoke to the first one and said DO NOT ring or email and write only, I sent this in writing last year and they rang again.......I would like to write a stern letter to Lowell but not sure what to put also the Cap One account was last used/payment made November 2007.

Do Lowell own the debt or collecting on behalf of?
You need to make a written PPI complaint.
Did they check you were eligible etc when you applied?
Did they enclose an FOS leaflet with Their final response to your FOS claim?
Maybe post on PPI forum. If the account was sold then any PPI refund should be yours I think.:beer:0
