Favour bag ideas - Scottish theme

I am trying really hard (Probably Bridezilla hard if I'm honest
) to keep my Scottish theme throughout my wedding. The kids' activity bags were a breeze. However, I've hit a bit of a brick wall with my favour bags for my grown up guests. I found some organza bags which fasten with my tartan ribbon, but they are quite large at 10 x 15cm.
So far it's sweets, and nothing else. I've got some personalised M&Ms in our colours (Blue, green and white), white sugared almonds, and the ubiquitous dragees. They all sit at the bottom of the bag, and I just feel like I need something else, and ideally not edible. I've looked at everything from cookie cutters to sprigs of heather, and nothing seems to fit the theme. Do any of you lovely people have any ideas? It doesn't have to be Scottish themed, but it would be a bonus if it was.

Mini bottles of whisky? Depending on your definition it might fall into the edible category though. My OH is scottish & so our wedding colours are from his tartan. I would be interested to know what you have put in your activity packs if you are happy to share :-) thanks
There is a link somewhere on here to soaps that have a thistle on them... Il have another look & see if I can see it.
Are you buying or making? What is your budget?
The idea of whiskey minitures is good, although depending on amount of guests could become costly. We are hoping to ask a family member to make tablet for the after dinner tea / coffee - it could easily be bagged up for favors though?0 -

I thought about tablet, but I'm also wondering if it'll go gooey and melt if it's a hot day. I love tablet (You must try Jannetta's tablet ice cream when you're in St Andrews, it is amazing) but I'm not sure it would survive the brutal inner city temperatures. I guess I'd just have to eat it all myself
