repossession properties

hi just need a but of advice
ive seen a repossession property id like to put an offer in on, but when i rang up she says its 21 days for completion.
the question i have is it 21 days from putting in the offer to completion or not?
Yorkshire bank have told me how much i can lend going into detail but said they dont do MIPs and that i will need to do a full application with them but they said over the phone is a week and half wait or i could ring round branches but this could take at least 5 days to get an app. i have hesitated from getting an MIP in advance because i wasnt sure on amounts and also the credit check if it was wasted if i had not found a property in their timescales.
I also wonder why they dont do MIPs when a lot of banks do, i understand it could just be there procedures, but because they do the 95% ltv rate im keen to progress quickly.
