It's 100% scam. HMRC never send emails about refunds. They don't send emails to "Dear Applicant" and they don't use GBP instead of a £ sign.

If you didn't "apply" for a tax refund they wouldn't be referring to you as an "applicant" now would they?

My 4 month old daughter wouldn't fall for that one.
