well I have come up with 1665 - 1710 - and 1671 so am gonna have a guess at 17920

A few different sources mention climbing the East pillar, and some mention the South pillar - either way, seems a difficult nut to crack. This might explain why you have found different answers though.
At the time of the original construction in 1889, there were 1710 steps to the summit platform that stands at 300.65 metres. After renovations in the early 1980s, the number of steps increased to 1920. Today there are 1665 steps, although it is not normally possible for members of the public to reach the summit via the stairs.0 -
Reality Check - If it had 5246 steps, each one would only be 2 inches high!0

I have actually climbed some of this so I would tend to go for the lower number. This is obviously just my personal opinion
