Being Charged by H&M cos they owe me money

Oh yes...you read that one correctly. I sent some things back to H&M and they ended up owing me £7. It wasn't a lot of money, so I left it in the account, figuring it would come off the next order. It didn't, so I asked in store how I could get my money back. They referred me back to the site, but it doesn't tell you anywhere on there how to get your money back.
I was about to place an order yesterday and I thought I'd try to get my £7 off the order total. I checked my account and I was owed £7 but there was a £1.25 charge on the account labelled invoice fee.
On checking with H&M, they say I owe them this fee for having a positive balance. Is that even legal?? I am  beyond reason, probably, after all it's a small amount of money, but talk about feeling ripped off!
I've asked for the money back, but I've had no reply (couple of days ago). Can they really charge me for them owing me money?? I am very, very puzzled!
