Car lease disguised VAT

I recently asked for a quote from a certain major car lease company for use in my business.
The car was suitable for my needs so I went ahead and placed a confirmed order with the lease company, supplying my bank and credit card details as a credit check. This form had to be signed and faxed across before the order was placed.
Now when I then received a final confirmation of the monthly cost, my quoted amount now had 17.5% VAT added.
My gripe is that the quotation on which I based my decision to purchase the car did not say anywhere that VAT was still to be added.
Yes, I know I should have checked but I feel misled.
Here is the hard part... because the VAT inclusive price was going to be stretching my budget, I decided to cancel the order but the lease company charged me £600 for this.
I feel sick and wonder is there any recourse to pursue this as I am sure the Consumer Credit Act must say the VAT must be explicit in the quote.

Lease companies always give prices without VAT, same as the prices for commercial vehicles. The reason is that you won't be paying VAT on it unless your a private individual or not VAT registered. Some lease sites will have one page for VAT registered and one for not.0
