No CCA what do i do next?

I requested a copy of my credit agreement and sent £1.00 using the template letter, sending it recorded delivery.
The company have still not responded 40 days on is there a template letter to write to them if they still do not respond, or a default letter template as they have not fulfilled their obligation?
I have tried searching but cannot find one so appologies if one exists and i am missing it.
What happens next?
Who do i report them to?
Does the fact they did not respond for over 40 days now mean they can no longer enforce the alleged debt?
any help and response would be gratefully received
I have tried to find out what to do next and have contacted my local C.A.B who said i should seek legal advice as they do not have any further information after the initial stage, i contacted consumer direct who reffered me to trading standards who said they are unable to give advice on this issue without seeing a copy of the credit agreement (are they missing the point?).
