Property Management fee (over paid)

Hello me and my wife are in need of some tactical assistance.
Roughly a year a go we moved in to our first home, a one bed flat. When moving in we had to pay the management/maintenance fee's such as cleaning, gardening, windows cleaning, etc. the ground rent and buildings insurance was paid to a different company.
When we paid this fee, the change over from the developers and the management company was sloppy, and so the services that we all (all owners) paid, did not commence at the correct date, and so we have all over paid by roughly £250... We have been in contact with the accountant, site manager and others various staff/depts from this company, after them fobbing us off, lying, avoiding a meeting with us and pretending they were looking in to it... I lost my rag and said sod them, we will stop the money they owe us from our payments until its all even, and commence regular payments from then on. So we did this as it had been nearly a years worth of calls emails and letters to actually have received nothing back, also knowing that our older, firmer more experienced neighbours had some how muscled their over payments back from the. Not long after doing so, received a letter that was threatening us with court, and so we paid our over payment back to them until they had to legally produce books for this payment term, that time has passed and now a new site manager is stepping in, supervised by the previous lier, she now also appears to be fobbing us off, and so the next course of action from us is to request another meeting (never happened) and then if that fails, write a letter to the managing director of the company explaining everything.
May question is... What is the best course of action to take?
- can/would they really bother taking us to court?
- what hold can we get on them? I.E Obdisman?
I can't imagine they would take us to court but we want no come back from this, it's our money and we deserve it! Also, I have read that if you take it back they can then contact your mortgage company and add it to your mortgage.. We just don't don't know what to do, something so silly really, but £250 is a lot of money to us, especially at the moment, please help.
