Buying land off Housing Executive

Has anyone here done it? I have already tried but failed as the neighbours weren't keen (understandably tbh). However first time around we didn't know that neighbours would be asked and we didn't talk to them. This time we want to ask for less land and discuss it with the neighbours. We had a pretty crusty bloke from the HE so it was difficult to find out who makes the decisions and who needs to agree to it.
