Nationwide soft search returning 13.7%apr for 9k loan. Worth it?

I think the Nationwide soft checker is absolutely pointless. Always offers a quote of x%, and then when you do actually apply it then declines! If it was going to decline anyway, then why doesn't it just do that during the soft search? Why can't it just say "No, you won't be accepted if you apply"?! Stupid.0
