I received a parking charge collection notice this morning as the registered keeper of a vehicle driven by my daughter. This is the first letter I have received from them yet the charge is dated 28/02/2013.
They have invited me to pay the sum of £120, ( love the use of the word invite, feel like reply saying I'm declining their invitation thank you ).
I have no intention of giving them my daughters details but not sure if I'm correct that if I don't respond they are only allowed to pursue the driver.
Would appreciate some help with this one, thanks

Too late for popla although an appeal may elicit a popla number, either that or ignore, wait for other replies first.
ps that's a well crappy website they have with nighthawk.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -
They fail Schedule 4 of Protection of Freedoms Act 2012, so they can't hold the keeper responsible for this fake ticket, and as such you can inform them of this.
Dear Scammers
In reference to the invoice xxxxx dated xxxxx , and your subsequent notice to keeper dated xxxxx, your company is in breach of Schedule 4 of Protection of Freedoms Act 2012, so the registered keeper cannot be held liable for this invoice.
So the registered keeper has no legal reason to name the driver, so demands that this non compliant invoice be cancelled immediately. Any further communication from you or your agents will be deemed harassment, and could be reported as such to the authorities.
Also for your information a complaint has been submitted to the DVLA, BPA and the local trading standards for your actions.

The keeperWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

And their £120 exceeds the BPA guidelines.0

Dear P 4 Parking,
In reference to [STRIKE]the invoice xxxxx dated xxxxx , and [/STRIKE]your [STRIKE]subsequent [/STRIKE]notice to keeper dated xxxxx, it seems you are referring to an alleged incident in February and your invoice exceeds the BPA guidelines, and so your company is in breach of Schedule 4 of the Protection of Freedoms Act 2012.[STRIKE] so the registered keeper cannot be held liable for this invoice.[/STRIKE]
[STRIKE]So[/STRIKE] The registered keeper is not liable and has no legal reason to name the driver, so demands that this non compliant invoice be cancelled immediately. Any further communication from you or your agents will be deemed harassment, and could be reported as such to the authorities.

PRINT NAME AND ADDRESS UNDERNEATH BUT DO NOT GIVE THEM YOUR REAL SIGNATURE OF COURSE
I would suggest the above changes - and to PTP, it's not to late for POPLA if this is the first letter to the registered keeper.
Personally, at this stage of first challenge I would never refer to an original windscreen PCN when responding to the first postal Notice. Just respond to that first letter (the one received now) and no mention to be made of the original 'ticket' required, whether it was ever 'found' by the driver or not, keep schtumm.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just read your thread heading again. Seems to me to be a fair exchange.
