Royal Mail and Customs on gift.

Have just had a card through saying my partner owes royal mail £20.86. This includes a £8 handling fee.
Basically my mam has sent her some UGG slippers as a birthday gift.
It made me smile because if it was me I would just let them keep it/send it back (but then will they charge her at the other end?)
So anyway it's not for me so I have to look for ways to avoid/reduce this. A few discussions have popped up through google saying if you kick off and quote a few lines then you may get the £8 handling fee knocked off as illegal to delay post, no contract was agreed etc etc. Does anyone have any experience of this?
Also what's the craic with customs slapping VAT on these? Surely they can't even be worth that much? The parcel would have a birthday card in n' all. Not as if they're a spoof gift!

The value that you are questioning would be the declared value on the package(the one the sender wrote) plus postage i its over the limit for VAT0 -
It being a gift doesn't mean that it's not liable to customs0
