repayment of tax band refund

my council want to use my refund to pay this year and next years council tax ,i want a cash refund. Anyone else had this problem.

    Insist on the refund.
    Whilst they might want to clear off your current year charge and only refund what's left after that, they can only "keep back" what you owe. If you are up to date with the current year then you still have the right to pay this year in instalments. That means that you are entitled to get the full refund now then continue to pay this year month by month.
    As for retaining it to cover next year - we'll they don't even know how much that is going to be yet. Just trying it on - no right to keep your overpaid money.
