Nationwide cash card + basic account rejection

I am wondering if there's anyone who can answer a query for me regarding the opening of a nationwide cash card plus basic current account.
My boyfriend applied for this account in branch, because he was informed that no credit checks are completed as there is no overdraft etc. This is confirmed by our research on the internet. He has a savings account with nationwide but has no current account with any bank.
However, he has been rejected and we can't think why, especially if his credit rating isn't checked. But even so, he has no outstanding debt other than student loans and has a job, and his wages currently go into his savings account.
We cannot think why he has been rejected. The letter says that we can enquire further by telephone, but I was wondering if anyone could think of any other reasons for being rejected for an account, outside the credit rating issue.
He fits the obvious criteria such as age. And has always lived in the UK. We are just completely baffled. We are considering contacting the CAB to help put some weight behind our enquiries.
thank you in advance to anyone that can shed some light.
