Claiming tax back on meals

Just wondering if a voluntary senior citizens/luncheon club can claim any tax back on meals ordered in?

Well what the thinking is, that the food/meals they are buying are inclusive of VAT what I'm wondering is can the voluntary group claim the VAT back off the meals?
It might sound a bit menial but some of these people are really interested in this

The answer is no - unless they register for VAT themselves and charge VAT on anything the members pay for the meals.0

They should be VAT on the meals as they are hot (I am assuming). The first question is are you register for VAT?0
