If you are quoted a PER HEAD cost then is it not reasonable to assume that the number of heads will influence the total cost?!
Per head cost x number of guests = total cost
The per head cost was based on a minimum of 180 guests.
The per head cost will necessarily change if the number of guests goes down (it'll go up) but total cost should still go down.
If it's not in their terms and conditions anywhere and was in no way stated at the time of booking then I would consider making us pay for 40 guests who aren't coming to be rather unfair. This is the sort of thing that should have been categorically explained.

All you need to do is find more people to invite to cover the extras. Its quite common to upgrade guests, if people drop out. If its a cold food then just take the surplus home. If hot food, then ask for people to be offered bigger portions or seconds.0 -

you seem confused with what you signed up to.
Ok, so the price per head you were given was based on 180 people. So the caterer has now raised the cost per head, as you have less than 180 people. So in effect, you still end up paying the same0 -
A similar thing DID happen to us; we managed to invite a few more guests, but still had to pay for a few non-attendees.
But our agreement was similar to yours, so we accepted the charge.0
