Why are there no 'new thread' options in some forums?

I am new here, I want to ask a question in utilities forum, but can't find a 'new thread' option. Am I doing something wrong?

    Did you choose a sub board? if you choose which one the question is about it takes you to the page and the new thread button is at the top of that page.

    Exactly as am said. The 'Utilities' forum isn't a forum, it's just a banner heading to group some other fora together, so it's not a place where you can put a thread. You need to pick one of those other fora within the utilities category, whichever one suits, and then you can create a new thread in there.
