    My understanding of this is:

    if somebody posts you something without a stamp quite often the royal mail will send you something similar to a "while you were out" card

    you then get the delight of going to the P.O. or local post depot and you have to pay - the original postage and a bit more as an admin fee...

    Of course - if you decide to not go you don't have to pay a penny and theoretically the item gets returned to sender if there's a return address.
