do I complain advice needed

Just over month ago I contacted my high street bank mortgage provider - via telephone to their dedicated mortgage centre - just wanted to extend my buy to let mortgage (couple of years to run) - have no particular problems - was passed around - six different people - lots of music - best advice was to contact them again three weeks before my mortgage expires - !!
Tried my branch who tried to be helpful but cannot assist as it's a buy to let and has to go via their mortgage centre.
Next plan, back on the telephone, spoke to a helpful lady, she conferred, no problem, paperwork with me in a few days - !!
A few days later the same lady telephones me to say her colleague needs to check a few points - listen to music - the other lady then goes through the same details as previously discussed and then says thank you for your call - paperwork in a few days - !! They rang me this time ---
Still waiting for the paperwork
should I start again or complete one of those website complaint forms ----

If you're not happy ring them and ask to speak to a manager, get them to commit to timescales etc.0

Had not thought of asking to speak to a manager - should have already.
Another half hour plus on the telephone awaits me.
