Is the offer subject to the references?

If they don't receive a reference and the job offer is subject to receipt of satisfactory references, they will take a decision on whether that is satisfactory to them.

They may ask you to provide different referee contact details, they may try to find out why they can't get the reference, they may decide the one they have is sufficient. They may not even like the one they definitely will receive.

Why do you ask the question? What doubt is there in your mind about the uncertain one?

so they can still deem them not to be satisfactory if they don't get both

In my experience, the party taking references could just chase up till they receive - *if references are of importance to them!*,
I wouldn't worry unless it is brought to your attention ;) then just have a substitute ready or some do accept a character one
