No, it means some do, some don't, and it states which ones are worth points. BUT, even the non points videos almost always award points, and some videos can be rated more than once and give points, some can be rated every day. So it's usually worth rating every video, and try rating more than once. Perfect example is the UCLan video, which I don't believe states there are any points awarded for rating it, yet can be rated, and points given, 3 times a day, every day.
