Help with Debt Collectors

Hi everyone,
My previous employer passed my details unto debt collectors without any reminders about refund of SIA licence fee I owed to them. On receiving their first letter, I panicked and wrote to them that I will pay £47.50 over four months, but a couple of days later sent them another letter stating I couldn't afford the original payment plan rather I was willing to pay £10.00 a month for 19 months.
They have written back saying only my original offer was acceptable otherwise I had to pay the amount in full.
1) What can I do about the payment plan?
2)Can they obtain a CCJ against me?
3)They have added £50.03 to the debt of 190.00 and want me to pay; am I liable or they need to take their cut from the original amount they recover?
