Senior railcard - no passport/driving licence

I am booking some train tickets for my mum and can get a decent saving by using a senior railcard.However, my mum has neither a passport or driving licence. Is there any way to get a railcard without either of these tow forms of ID?

Can be done at a station with a birth certificate or check this website and phone the number they give...
