full and final settlement on a ccj?

i had a ccj issued against me in 2004 which i paid for a while but then found repayments too high. I went back to court for a meeting with a court officer so that i could put in a new payment offer along with my current financial details(this was roughly a year ago)

I have not heard anything from the court or claimant since. The ccj was for £1500 due to overpayment of student welsh assembly learning grant. The claimant was the local council.

Obviously if i leave this as it is it will stay on my credit file for 6 years from date of issue. I am unable to pay the amount in full at the moment as i am only now starting to take home decent wages after leaving university. I was wondering if it would be possible to make a full and final settlement offer for a percentage of the total in return for the ccj being marked as satisfied?!?

I would have paid off a certain amount each month if the council had got back to me after the court meeting! would they accept partial payment in return for it being marked as satisfied? whats the best way to find out?

also, does having accj marked as satisfied make much of a difference to my credit file? i have checked my credit file with experian and the only 2 adverse listings on there are a default from 5 years ago and this ccj. At current my 'score' with experian is 600, could i expect this to increase if the ccj is satisfied?
