can a woman in her mid 40s get pension
if her husband is over 65, and claiming state pension ? or will she have to wait un till she turns 60 ?

No. and she waits till she is 66/67 depending on her bday. Women pension age was changed from 60-65 ages back.
and in fact, if you haven't got your own NICs, you won't be getting any.0
