Trying to pay off NRAM and they won't let us!

My husband and I have been trying to sell our flat for 2 and a half years. Thankfully back in March we had an offer and we've now exchanged and are awaiting completion.
NRAM are now being unbelievably awkward. We have instructed our solicitors to pay off the mortgage and they have the money needed.
So first off NRAM were extremely slow in getting us the Redemption Figure, and sent us the wrong figure to start off with. When we did finally get it, there was a problem to do with the fact that they needed to also send it to the solicitors and would not accept the copy from us.
Then they refused to speak to our solicitors as we had not given them permission to talk to them. So they asked us to email them to give permission (eventhough earlier in the week they could not send out the redemption figure via email as they don't know who they are emailing yet they will accept the word of an email to deal with the mortgage?!!?!!?!?!?!) so sent the email.
They then said they can't deal with our solicitor as they are not on their chosen panel of solicitors. We rang and complained and they back tracked, but the solicitors had already applied to be on the panel....
So today, the solicitors are doing their legal wrangings to try and talk to NRAM, but now NRAM have said that they can't take any new people onto the panel! Why won't they take our money off us?!
I'm just at a loss. All I want to do is pay off my mortgage. We were supposed to complete last Friday (17th) and it's just lucky that our buyers are on holiday this week, but I can't imagine they will be best pleased if they come back and we still haven't completed.
Thankfully we have moved into my parents for a while until our new property is available, and that's fine. Everything has gone smooth with that!
This flat is like a bad smell. I just want rid of it and we are being shot down at every turn. Can anyone offer me any advice?

Tomorrow appoint a solicitor from NRAM's approved panel.
In summary, the solicitor represents both the interests of NRAM and yourselves. Hence why they have a vested interest in the appointment.
As NRAM are winding down their loan back and not doing any new business. There's no need for them to add more solicitors to their panel.0
