Endownment Shortfall - What to expect?

Hi All,
Please forgive my ignorance - i'm new here!
I have 2 endownments maturing on July 1st 2013. One is on track :j, but the other is a massive 26% short
. Two separate providers, the first was over a 20 year term, the second a 25 year term.
My question is, what should we consider to be poor performance on the grand scheme of things?

Not necessarily. It could be a high target growth rate with a return that is more realistic. The one that hit target could theoretically be a poorer return but with a lower target growth rate. That is the general idea, but it is not compulsory. The funds are yours.0

I've had one at 1% off and one at 31% off.
That's life.
