    The English legal system is one where laws are very precisely worded and the courts deal with things accordingly. If HMRC's lawyers don't word the laws correctly, that's tough. There is a difference between tax avoidance and tax evasion even if politicains and the media don't understand the distinction. HMRC need to draft laws to stop Google, Starbucks etc avoiding tax, but politicians need to be aware that if this happens, international companies may not be so happy to do business here.
