reclaim council tax

I made a claim against my council tax banding, i based it on the valuation of a property similar to mine on a lower banding as well as the valuation in 1991 placing my property in a lower banding. I received a letter yesterday saying that the would not be re valuing my property and that i can not appeal. Has anyone else had this and if so what did you do.
