Barclays Loan

Hi, I'm looking for some advice on my debt situation.
I took out a loan with Barclays back in about 1997, It started at £500 but I went back to them a few times paying off my loan by taking out a bigger loan each time.
Anyway it worked out that my repayments were half my weekly net pay, and it would take 5 years to repay, I was unable to keep up the repayments when I lost my job and the debt went unpaid.
When I was back in employment I had a ccj against me for this debt, again I never kept up with these payments and then eventually I had an aoe which was kept up until I again lost my job.
That was back in 2006 and I have moved address several times with debt collectors eventually tracking me at atleast 2/3 of the addresses.
I have been at my current address for 5 years and they tracked me down again, not sure how many different debt collectors it has been passed to but I know for sure it has been 2 different collectors in last 5 years.
I have had several letters and phones calls, I just bin the letters and ignore phone calls or just press end call. It goes from them calling everyday some weeks to nothing for a weeks. They have also offered to half my debt if I pay half in full, they have done this 2 or 3 times now, I remember 1 at christmas time.
My debt is just under £17,000 (most of which is interest) and I'm not in a position to pay that and to be honest I wouldn't even if I could, I know as debt collectors there is little they can really do even if they do come and knock on my door which is what they say might happen in a lot of the letters.
I would just like to know where I stand in regards to the fact that this debt has already had a ccj and has now gone back to debt collectors trying to get me to pay.
I guess they can and will just keep chasing me for years and years.
