Employment contract states different pay?

I'm looking for some advice...
I took a job a year ago that stated £30k ote.
There was an initial 6 week training wage than my wage was ment to be 'piece work', which is where the OTE on target earnings come in.
Now, I didn't really expect to earn the full £30k as with most ote jobs you rearly can achieve the maximum but..

My emploer has kept me on a daily rate due to the business not been quite ready but my contract states quite clearly that I will be paid on 'piece work' giving me the opportunity to earn the £30k ote.

I've spoke to my employer who has repeatedly told me I will come off day rate abd on to picecwork when the work comes in but I've been here nearly a year on the day rate and I feel that it's not my fault there is not enough work and it has been impossible for me to earn the advertised wage as they haven't given me the opportunity to go on price work?

Do I have a right to ask for the difference between my day rate and the £30k I was told it was possible to earn as my contract dose say I would be on price work?
