Not only do Talktalk (not) not provide a service, they bill you for that mythical beast. Virgin are cheap at twice the price, compared to a bill for over £170 when I've had nothing from them for four months.
Their helpline is hopeless, and even if you think you've got them to realise that they cut off the supply at your old address, they keep on sending bills. Now, I've got a red letter. If they spoil my credit rating I shall sue them for damages.
I finally found a postal address for them at the end of April, and wrote them this letter:
And the next thing, two weeks later is a reminder for an outstanding balance at my old address (remember, I moved out at the end of Jan and they were notified well in advance) for £172.50. So this demand for fictional services comes with a new address, and I've just composed this letter to send to them:

Dear Sir or Madam,
I am writing to this address as it is the only one I can find to send a letter to. Your 'contact us' page on the website has no live links to email or addresses.
I am here setting out our sorry relationship and history, and attempting to get you to amend your records to reflect reality. Despite many telephone calls to your 'helpline' where my information was accepted, you are still billing me for the above number.
I moved to your service around the 18th November 2012. At that time my address was (redacted). My phone number, which I retained, was (redacted). All was fine, until close to Christmas I arranged to move house. I called you to notify the moving date of 28th January on the 22nd of December. That was accepted and as I recall, you sent me a text to confirm with the correct date.
However, on 28th December you cut my phone line one whole month early. I was without phone and broadband until the 7th January, when you reconnected me, but you gave me a different number, (redacted), which was very inconvenient. You took my instruction to disconnect this line on the 28th January as before, and to connect us at the new house (the address at the top of this letter) on the 8th February, with a different number that I do not recall now. As far as I am aware you did disconnect at the (old) address, and certainly no activity is recorded on the bills you are still sending me for that non-existant service.
It proved impossible for you to provide us with a new service at this address, as there was not a phone line into the property, nor was it possible to provide one within the regulations. I called your helpline and asked to be released from the contract, which was agreed to with alacrity and without charge, as to provide us with a service would have meant a new telephone pole as well as new external wiring. Why you did not know already that this would be the case, I do not know. It seems very bad business not to be sure of your ability to supply before accepting a contract and also very inconvenient for the customer, but I digress.
As there is cable already into the property, we went to Virgin for our internet and phone line, and they have provided excellent service.
Why are you still sending me bills for a service that you disconnected on 28/01/2013? Please amend your computer records to accurately reflect reality.

I enclose a copy of the letter I wrote to the only postal address I had for you up until now, as trying to straighten things out with your 'helpline' is a task of Sisyphus, they say all is sorted and the account number you still have open for me is closed as of 28/01/2013, and then I get another bill.
Hopefully this letter will put you in the picture. As I have two months to run on the mail redirect from my old address (the one linked to the apparently still open account) to my new address as above, I am still getting your - what to call them? - fictional stories?? Please let this be the last time I have to communicate with you.
I owe you nothing. I moved out of Portland Road on the 28th Jan. this year. All the so-called outstanding bills are for after this time. If parts of your computer records have not been updated by your staff, that does not give you the right to keep billing me for a non-existant service.
I note you have a deal with Moneysavingexpert - I shall publish this letter and my previous letter on their forum (I have been a member for three years) under the thread title 'TalkTalk not"

TalkTalk were fined three million quid by Ofcom in August 2011 for continuing to send bills out to former customers who had ceased using the Talktalk and Tiscali services.
It looks like they have learnt little or nothing from that.
Ofcom also hit 'em with another £750 000 fine in April 2013 for making abandoned and silent phone calls, after they learnt nothing from the £35 000 fine previously imposed in 2007.Businesses using 084, 087 or 09 numbers will soon need to display details of the inbuilt Service Charge under Ofcom's "unbundled tariffs" plans.
Businesses using 084, 087 or 09 numbers for customer service, complaints, renewals, etc, will need to swap to an 01, 02, 03 or 080 number before the Consumer Rights Directive comes into effect June 2014.0 -

It could be that the new occupiers of your house requested their services were moved too early, and TalkTalk disconnected because of this.
There's no system to ask you if it's OK to disconnect before doing so - I deal with this problem a lot!0
