Rebanding?

My house was new build in 1978 and we bought it new. It's got older terraced houses one side of the street and 12 of our newer build on our side, all the same postcode.
We're in band B. I've discovered that all the terraced houses are in band A and four of our 12 also.
The newer houses are identical. Some subsequently extended but others haven't. Of the four in band A, two extended, two haven't.
I also read that if there has been a substantial change in the area, making your house worth less as a result, this gives a valid reason to challenge the banding. Our area has gone downhill due to bail hostels and hostels for homeless alcoholics/drug users being opened here and residents are constantly hassled by beggars.
Is it worth making a challenge to try for a rebanding down to band A?
