Council tax rebanding upwards

We have received a letter from the valuation office advising us they are re banding our house after a neighbours house was re banded. Assuming the worst and if our banding increases, this is very worrying. How far can they backdate? If we have made improvements will this affect our banding?

    An increase cannot be backdated.
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
