Can I still get a Rebate and Rebanding on my Council Tax

I've been in council tax band C ever since I moved into my house in 1991. Just noticed that everyone around me is in B!!! I've been paying extra all that time and have just asked to have it rebanded but was told that I was too late to appeal (I'm guessing they meant get anything back as a rebate) as they said they would look into putting me into band B??? Are they just trying to pull the wool over my eyes and telling me this because they don't want to give me a rebate? They have said I should hear within the next 2 months, probably before as to whether I've been successful. But was this just for rebanding or will I automatically get a rebate if they change my band??? What should I do next?? :( Any help gratefully received :)
