Confused by VOA !

I sent my proposal for a change in the banding of my property on the VOA website ( both steps on Martin's pages indicated that I was in the wrong band)
A "notice of invalid proposal" was issued as I have been in my property for longer than 6 months.
I then sent an "appeal against notice of invalid proposal" stating word for word what is said on the short film ,i.e. "I do not beleive that the council tax banding list is correct. I know you have a legal duty to maintain the integrity of that list, and under that duty I would like to ask you to investigate my property because I beleive it is mis-banded"
I have now received another letter from VOA saying they are still in the opinion that my proposal has not been validly made and are sending the papers to the Clerk of the local Valuation Tribunal.
It also states that the Tribunal will only be able to hear evidence regarding the validity of my appeal therefore I would only be able to discuss whether their decision to make my appeal invalid is correct based on Council Tax legislation.
They also offer me to withdraw my "Appeal against notice of invalid proposal" as the tribunal will not be able to hear evidence regarding the correctness or not of my Council Tax Band, so I will not have the opportunity to discuss the Banding attached to the property or property values.
This probably all makes sense to you , but has blown me away...........
