I would say it is.

'Chance to win' rings alarm bells for me. If you have won, then you have won and they would say that.

Anything that says 'chance' or 'participation' is always spam.
Any comps you enter will not send you anything like that,
it will always read - Congrats you HAVE or well done for winning or similar, but always double check by typing the companys name or www address into google.

The latest one i seem to be getting is from MANCHESTER UNITED saying ive won £1.2 million pounds.
Hmm dont remember entering that, funny how the address corresponds to a marketing company and their 'call us direct at sir matt busby way (real address) is a phone number that start 01707 hmm manchester is 0161 area code.

You will know if you have won a real prize because you will remember entering it.
