1and1 & Arvato

Hi there,
I am new to this site and have been reading threads about '1and1' and 'arvato' asking people to pay outstanding debt, but the threads I have read are about domain renewals and I have a different issue.
I currently have a web hosting account with 1and1 and received an invoice in February of £13.15, I always have balance in my bank account but received emails confirming that the the balance was unable to be processed. I checked my details and kept updating them, still receiving these emails, a couple of days ago I decided to set up a direct debit just to see if this would solve the issue, I received a direct debit notice and have just received a phone call from Arvato saying I need to now pay £45, saying that this is due to administration charges.
Well first of all he said that the admin fee was of £15 but on the 1and1 website it states £25 either way the balance due and either admin fees doesn't come to £45, so this is false. I have told Arvato that I will not pay this and will contact 1and1 about this, the reply I got was that they will send me straight to Arvato.
I was wondering is there any information anyone can give me to not pay these charges as they have now closed my account and I can't log on.
I feel this is unfair due to the number of times I have tried paying and the fact that I have now set up a direct debit knowing full well I have enough funds for the £13.15, and not received any letters stating any more charges.
