Agree about the housing costs, DS2's first choice was Bristol and the housing costs there are much higher than "up north".
Even in a northern town, the non means tested part of the student load doesn't even cover hall fees! So parents who earn above the lowest incomes need to think about helping their children out.

There is a separate loan for fees and then one for living costs. No matter what the fees, I will simply let my DD2 do whatever she chooses. If she doesn't earn enough in life she won't pay it back. If she does, well then good on her education! :A We will, of course, be giving her lots of groceries and vouchers!
